The RAISE Act: Advancing AI Safety and Education in New York

On December 19, 2025, Governor Kathy Hochul signed the Responsible AI Safety and Education (RAISE) Act. The RAISE Act regulates "frontier" artificial intelligence (AI) models by imposing obligations on their developers. Among other things, the RAISE Act establishes safety, transparency, testing and incident‑reporting obligations along with potential civil penalties for violations of those obligations.
